MOUNT CLEMENS — The man allegedly involved in a July 5 fatal shooting during a Fourth of July block party in Mount Clemens has been arraigned in a Macomb County court on murder charges. Perry Bernard Rouse Jr., 25, who reportedly fled Michigan following the shooting that also left a woman wounded, was apprehended by the U.S. Marshal Service Great Lakes Task Force at a Motel 6 in Harvey, Illinois, on July 7.
