Teens connected to multiple carjackings

DETROIT — Two teens have been charged in a carjacking that occurred in the 14400 block of Edmore Jan. 23 that led to one of the teens allegedly shooting the victim.

Rayvon Smith, 18, was charged with carjacking, armed robbery, assault with intent to murder, receiving and concealing stolen property — motor vehicle, carrying a concealed weapon, and felony firearm.

Ralph Anthony Marshall, 17, was charged with carjacking, armed robbery, assault with intent to murder, receiving and concealing stolen property — motor vehicle, and felony firearm.

Marshall was arraigned on Jan. 28 and Smith on Jan. 29, both at the 36th District Court.

According to the Wayne County Prosecutor’s Office, Smith and Marshall allegedly attempted to carjack a 21-year-old Detroit man at gunpoint Jan. 23. Marshall allegedly jumped on the victim when he tried to defend himself, leading to Smith allegedly shooting the man and taking off in the victim’s vehicle with Marshall. The victim was taken to a local hospital, where he was treated for his injuries.

Both defendants were scheduled to have a probable cause conference on Feb. 5 — after press time — and a preliminary examination on Feb. 12.

According to the Prosecutor’s Office, the two also were under investigation for another carjacking that led to the death of 42-year-old Erica Garner near East Eight Mile and Ryan roads Jan. 27.

Marshall was charged with felony murder, carjacking and felony firearm in connection with the killing. He is scheduled for a probable cause conference on Feb. 5 and a preliminary examination on Feb. 11.

According to the Prosecutor’s Office, Marshall allegedly approached Garner, who was in the area to pick up her son from basketball practice, with a concealed gun and shot her in the head.

According to the Detroit Police Department’s Facebook page, Smith also was arrested in connection with Garner’s death, though it was unclear last week if he had been formally charged.

“On Wednesday, January 27, 2016 at approximately 6:30 p.m., at 8 Mile and Ryan, a 42 year-old female victim was fatally shot by a 17-year-old suspect,” the Detroit Police Department Facebook post states. “The victim, who was picking up her 11 year-old son from basketball practice, flagged down witnesses, who called 911. One suspect was apprehended and the weapon was recovered.

“Working tirelessly to close this case, Investigators determined that the 17-year-old-male suspect was involved in a non-fatal shooting and carjacking, which occurred on January 23, 2016. It was also determined that a second male, an 18-year-old, was involved as well, and present during the night of the fatal shooting that occurred on January 27, 2016.”

It was unclear at press time if Smith and Marshall had hired or had been appointed attorneys for their cases. Court records did not show attorneys for them as of Feb. 3.
