After a receiving a rash of complaints about a pest control company knocking on doors after 8 p.m., being overly aggressive and going to homes on the city’s Do Not Knock List, the city yanked the company’s peddler’s license.

“They (the company) received multiple warnings,” said Troy City Clerk Aileen Dickson. “We were flooded with over a dozen complaints. We take it (the ordinance) seriously.”

Complaints included using aggressive tactics and refusing to leave, she said.

The Troy City Council unanimously approved an ordinance on April 14, 2014, similar to the National Do Not Call List that allows residents to register their home address on a Do Not Knock List.

Any for-profit organization or charitable organization is required to get a solicitation permit from the City Clerk’s Office. These organizations are given the Do Not Knock List when they are issued the permits.

The list does not apply to religious or political groups or political candidates, who are not restricted from going door to door. However, the ordinance restricts the times when those with charitable or solicitors’ licenses may knock on doors. The ordinance states that solicitors may knock on doors 9 a.m.-6 p.m. Oct. 1-March 31 and 9 a.m.-8 p.m. April 1-Sept. 30.

“If someone comes to your door and you feel uncomfortable, is violating the Do Not Knock ordinance or is pushy, call the Troy police nonemergency number, (248) 524-3477,” Dickson said.

Dickson said that people may simply close their door, but it is helpful if they can get identification information to provide to the police.

“And it helps if you call police right away, as soon as you close the door,” Dickson said.

“We encourage people to call right away to increase the chance of finding the individual,” said Troy Police Sgt. Meghan Lehman. “If the individual in question has left the scene, it’s difficult to locate them and address the issue. If someone is abusive or pushy or you think they are not legitimate, you should not hesitate to call.”
