Subject of missing person report arrested in Mount Clemens

MOUNT CLEMENS — Following an alleged kidnapping, a Detroit man was arrested and, as of press time, remains in the Macomb County Jail.

Around 5:10 p.m. May 24, Macomb County Sheriff’s Office deputies responded to the area of Hubbard and North Highland streets, east of Groesbeck Highway in Mount Clemens, with a report of an attempted kidnapping.

A Sheriff’s Office press release states that information was given that a man had grabbed a child and attempted to walk away with him.

The man has been identified by police as Luzjaie Captain.

Police say Captain, 30, eventually released the child after a description of Captain was given to deputies, and he was located near the area.

The child was safe and uninjured.

The reporting witness, a 19-year-old woman, who had been babysitting her neighbor’s children, stated she was outside with the children when the man approached them.

“The male began flirting with her and was then squirting the children with water bottles,” the release states. “The witness advised the male to leave the children alone.”

Captain reportedly left and returned with juice that he was attempting to give to one of the children.

Police say the witness took the juice and again told Captain to leave the children alone. Captain then grabbed a six-year-old boy by the arm and began walking away with him.

The witness told police she asked Captain what he was doing and he stated that he was taking the child to get candy.

“The witness told the male no, and to let go of the boy, or she would call police. The male let go of the boy and continued walking,” the release reads.

Captain was then located by police in a parking lot on Groesbeck Avenue and North Rose Street.

“Captain was observed outside of a vehicle with the hood up,” the release states. “Upon seeing deputies, Captain quickly shut the hood, hitting his head, and entered the vehicle.”

After he would not respond to police commands, deputies forced entry into the vehicle.

Captain was placed under arrest for kidnapping and lodged at the Macomb County Jail.

Police said Captain is the subject of a missing person report out of Detroit from December 2019 and was again reported missing on May 24, according to a post on the Detroit Police Department’s Facebook page.

The Michigan Department of Corrections website states that Captain is currently on parole for resisting and obstructing and has a prior conviction of fourth-degree criminal sexual conduct.

“The witness stayed calm in a very traumatic situation and provided an accurate description,” Macomb County Sheriff Anthony Wickersham said. “This helped deputies to locate the suspect quickly. It is appalling to think what may have become, had deputies not taken this man into custody.”

Captain was charged with one count of child enticement kidnapping, a felony, and one count of assaulting/resisting/obstructing a police officer causing injury, also a felony.

He was arraigned May 29 and is due back in court June 10 for a probable cause conference. No attorney had been listed in the case at press time.
