Mixed-use retail development gets green light on second try

After the Troy Planning Commission asked a developer to overhaul plans for a fast-food restaurant, a fitness spinning room and business offices earlier this month, the commission unanimously approved the new, improved site plan July 26.

The Planning Commission had concerns about design issues when the developer first presented plans for the two-story development on 43,000 square feet of vacant property on the west side of Crooks Road, north of Maplelawn, at a July 12 meeting.

The Planning Commission did approve plans for a deviation to use fewer parking spaces July 12, allowing the 62 proposed spots in the new development to share use with the 52 spaces at an adjacent development — which includes La Saj Restaurant, a karate studio, and medical office and office spaces — which still fell short of the city requirement of 146 spaces.

The commissioners unanimously postponed approval of the site plan at that meeting, asking for revisions to the plans, samples of the building materials, information on building elevations and landscaping plans for tree preservation — all of which developer Joe Caradonna provided July 26.

The development will include a 1,668-square-foot Firehouse Sub carry-out restaurant, a 2,352-square-foot Spinning Spa and 2,815 square feet of office space.

“We do everything almost unanimously,” said Planning Commissioner Michael Hutson. “It’s nice to see we are all on the same page.”

“It’s always a good feeling when the applicant listens,” said Troy City Planning Director R. Brent Savidant. “That’s one of the perks of the job, the give and take. The applicant listens, and the project gets better.”

“The applicant did an excellent job addressing concerns,” said Ben Carlisle, of Carlisle/Wortman Associates, the city’s planning consultant.

“It was a pleasure working with you,” Caradonna said.

“Good job,” said Planning Commission Chair Don Edmunds.
