Commission denies rezoning request for senior apartments in Macomb Township

MACOMB TOWNSHIP — A request to rezone land on the south end of Macomb Township has been denied.

At the Nov. 5 Planning Commission meeting, commissioners heard a rezoning request from Tom Kalas, an attorney representing Sal-Mar Royal Village LLC.

A motion to deny the request passed 6-0. Commissioner Michael Hardy wasn’t present at the meeting. The item now moves to the Board of Trustees for the final decision.

“As part of the master plan process, there was a lot of extensive looking by the board and commission on commercial usage,” Planning Commission Secretary Aaron Tuckfield said. “A lot of time was spent on how much is appropriate, and I think it’s good to stick with that plan.”

The request was to rezone an area currently designated as general commercial to residential multiple family high density. The 11.4-acre property is on the northwest corner of Hall and Heydenreich roads.

Kalas said the purpose would be to construct apartments for senior housing.   

Macomb Township planning consultant Patrick Meagher said residential multiple family high density allows for structures up to 10 stories tall.

He recommended that the commission deny the rezoning request because the plan doesn’t match the character of the area, isn’t consistent with surrounding zoning sites and isn’t consistent with surrounding land uses.

‘We feel the proposed zoning is more suitable for the area and more of a transitional zoning,” Kalas said. “We’re proposing a use that’s in demand, feasible and in an ideal location.”

He added that if the commission approved the request, his client would limit the height of any buildings to four stories.

During the public hearing, resident Tom Champion, whose home is east of Heydenreich, across from the proposed development, said he objects to the idea of putting up a multi-density building due to the number of school buses that travel on Heydenreich to nearby schools.

Anne Courtney resides on Diamond Pond Drive, directly west of the development, and said neighbors don’t want a four-story structure.

“It would better serve us to keep it more in line with what’s already there,” she said. “We’re asking that you don’t approve of this.”   

Greg Billington, whose home is on the north side of the area, said the project wouldn’t fit where it’s being proposed.

“The area along Garfield, between Hall Road and 21 (Mile), is set up for this; the property is available,” Billington said. “There are no multi-family, high-density units adjacent to this area.”

In October, Kalas said the rezoning is transitional and the location would be ideal for the development, citing demand for apartment rentals along Hall Road.

“We feel this proposed development is consistent with the surrounding area and provides for a nice transition from more intense uses around,” he said. “If you’re going to locate high density anywhere, Hall Road is the place.”

Under old business on the commission’s agenda was a rezoning request from general commercial to residential multiple family medium density. The parcel is on the northeast corner of 24 Mile and Hayes roads.

Kalas said the buildings are limited to two stories for this development. The density is eight units per acre.

The commission recommended denial to the board, because the proposal doesn’t match with the master plan.

The commission’s next meeting is Nov. 19.
