Beaumont amends plan for hotel, Woodward Corners

ROYAL OAK — On Dec. 9, the Royal Oak City Commission approved an amended agreement with Beaumont Hospital regarding its plans for the Woodward Corners development at Woodward Avenue and 13 Mile Road.

The hotel proposed for the site originally was to have 100 rooms, a height of five stories — or 75 feet — and 10,000 square feet of non-lodging floor area. The revised plans call for 128 rooms, a height of 60 feet but still five stories, and 8,000 square feet of non-lodging floor area on the ground level.

A bridge and tower are also proposed for the hotel’s west side, but the bridge connecting the hotel to the hospital will not be constructed until a later date. The revised planned unit development does not include the design and placement of the bridge.

“The parameters of the hotel that was previously included in the PUD, but didn’t have much detail as far as user commitment to it, has been modified,” said Royal Oak Director of Community Development Timothy Thwing. “There is no change proposed to the overall types of uses in the PUD.”

The $38.2 million, 117,000-square-foot Woodward Corners development stands on the site of the former Northwood Plaza shopping center. It previously housed a Kroger, a strip mall center and a giant parking lot.

The new commercial development includes a 40,000-square-foot artisan market concept by Meijer, a shopping center with six buildings, and the hotel. Woodward Corners will connect to the Beaumont Hospital campus via walking paths, and the area will include green space, landscaped gardens and community gathering areas.

Tenants in the six retail buildings include Aspen Dental, Panera Bread, Meijer Woodward Corners Market, First Watch Daytime Café, Deluxe Nails Salon & Spa, V’s Barber Shop, F-45 Fitness Center, Yoga Shelter, Brown Iron Brewery, AKT Fitness, Wahlburgers, Beaumont Urgent Care by WellStreet, Grabbagreen, New Order Coffee and X Golf.

The amended plan also modifies the parking lot south of the grocery store. The loading area for Meijer Woodward Corners Market will be reconfigured, eliminating 17 parking spaces. Another space will be eliminated from the barrier-free parking layout for the building containing Beaumont Urgent Care, and six spaces will be added to the hotel.

While the city’s zoning ordinance requires 799 parking spaces, the modified site plan contains 696 spaces. Originally, the PUD site plan required 781 parking spaces and contained 708 parking spaces.

Commissioner Melanie Macey voiced concern about a potential lack of parking affecting surrounding neighborhoods.

Thwing said the number of spaces Beaumont Hospital and its developers are offering is substantial and that any parking issues would be their problem.

“It will impact their businesses. It will impact their operations,” he said. “There is no parking neighborhood around it for this to spill into.”

Commissioner Kim Gibbs said that as a resident who lives within “spitting distance” of the site, she is not worried about parking. Commissioner Randy LeVasseur also said he did not see parking as a potential problem, and that if needed, extra parking is available in the hospital’s parking structures.

Mayor Pro Tem Sharlan Douglas said the calculations provided to the City Commission do not acknowledge that much of the shopping center developers’ clientele will be Beaumont employees, patients and visitors, who will wind up in the parking structures anyway.

“As a destination medical center that includes a Proton Therapy Center, we care for local, out-of-state and international patients and families,” Beaumont President Nancy Susick said in a prior statement. “Woodward Corners by Beaumont will be a place where patients, families, community members, Beaumont staff, volunteers and physicians can take a break, relax, share a meal or do some shopping.”

Beaumont has owned the property since the 1980s.
