Planning consultant appointed to authority in Macomb County

MACOMB COUNTY — As part of the Oct. 3 Macomb County Board of Commissioners meeting, appointment interviews were held for the Brownfield Redevelopment Authority.

There were four vacancies, with each appointee serving a three-year term beginning Oct. 1 and expiring Sept. 30, 2022.

The vacancies were filled by Macomb Township Planning Consultant Patrick Meagher, Clinton Township Trustee Joseph Aragona, Center Line City Manager Dennis Champine, and Roseville Community and Economic Development Director Brandon Jonas.

The four were appointed by the Macomb County Executive’s Office.

The authority’s purpose is to promote the revitalization of environmentally distressed areas by providing incentives for developers to clean up contaminated or functionally obsolete property, receiving grants to perform the clean up before a development is involved, or a combination of the two.

“I know the county helps local municipalities come up with brownfield areas that can be allowed for soil to be remediated and reused,” Meagher said. “They give tax breaks to allow that.”

The authority may: capture increases in property tax revenues generated by the redevelopment of eligible properties to reimburse parties for costs of eligible development activities, use captured revenues to finance a local remediation revolving fund to address other eligible sites, and provide eligibility for single business tax credits to taxpayers for their investments on the eligible site.

Meagher said he was asked by staff from the Macomb County Planning and Economic Development Department to serve on the authority.

Authority membership is composed of one Macomb Intermediate School District representative and eight community leaders.
